Description:
Dakota is a woman-owned small 8(a) IT services business. Dakota's headquarters are in Silver Spring, Md. Dakota Consulting is seeking a Proposal Writer to write proposals and coordinate overall proposal development.
The Proposal Writer manages, coordinates, writes and develops all components and materials of federal proposal efforts. The Proposal Writer will be responsible for creating proposals as well as review request for proposals (RFPs), request for information (RFIs) and conducting research on new opportunities for business development.
Job Functions:
- Design and execute timely professional and effective RFP responses for new federal business, as well as renewals
- Manage the entire proposal process, to include all identification and coordination of all participants in proposal development
- Write and edit past performance volumes, management or technical proposal sections, Task Orders, White Papers, resumes or other proposal components in response to solicitations
- Evaluate and complete all aspects of response, including gap analysis, overall content, presentation, production and follow-up activities. Develop compliance matrixes
- Take control of proposal from start to finish of all aspects related to proposal including scheduling, researching, writing, editing, designing, publishing and delivery and shipping of final product
- As required, develop oral presentations using Powerpoint
- Collaborate with other departments including Accounting, HR and Contracts to ensure all information is received for proposal and meets stated objectives
- Create a system for tracking and updating past performance information
- Create and maintain a database of proposal elements including narratives, project summaries, past performance, key experience data, success stories, resume and other related business development information
- Develop and continuously improve bid procedures
- Continually seek out proposal opportunities and screen based on capabilities
Qualifications:
- Minimum of 5 years of demonstrable experience and success in writing and coordinating proposals in a small to medium-sized government contractor
- Excellent, documented business writing skills
- Ability to communicate diplomatically with internal and external contacts
- Ability to multi-task effectively
- Deep understanding of and compliance with FAR
- Ability to define governmental requirements to develop effective responses to RFPs
- Understanding of IT services federal contractor requirements
- Excellent computer skills including Microsoft Suite especially PowerPoint, Publisher, Visio and Adobe
Education/Training and Certification:
- Bachelor's degree in marketing, English, business management or related field
